Important SEIU Updates for Representatives and Workers
New terms of agreement between SEIU Healthcare Minnesota and the State of Minnesota Department of Human Services (DHS) has been reached, and these changes go into effect October 1, 2021. The new contract can be found by visiting SEIU’s website.
Below are important updates for your review:
Compensation

Starting Wage Rate: Effective October 1, 2021, the minimum hourly wage rate for all workers in the CDCS and CSG programs will be $14.40. Wages below this base rate will be updated accordingly to come into compliance with the new labor agreement. Please review the Participant’s spending summary to determine if a budget revision is needed or if you’ll need to adjust or reduce working schedules accordingly.

Max Pay Rate for Spouses and Paid Parents of Minors: The max pay rate will be $18.82 with PTO and $19.60 without PTO.
Paid Time Off (PTO)

All active workers in CDCS and CSG will begin earning one (1) hour of PTO for every 30 hours worked effective October 1, 2021.

The fee for PTO will increase to 4.15% of wages effective October 1, 2021.
Training Stipends
Stipends of $500 for Workers who have completed assigned and voluntary trainings made available through SEIU will continue. Stipends are not paid, tracked, or administered through PICS. Floating Holidays
In addition to the five (5) established holidays, there will be two (2) floating holidays available. Workers will be paid 1.5 times their normal rate of pay. Floating Holidays will become effective October 1, 2021. Note: PICS is awaiting further communication from DHS and SEIU about implementation and documentation requirements for floating holidays.
Budget and Rate Increases
The Minnesota Legislature has authorized:

1.58% increase to CDCS (CAC, CADI, BI and DD) budgets.

3.16% increase to CDCS Elderly Waiver (EW) and Alternative Care (AC) monthly case mix budgets.

10.1% increase to CSG budgets.
This increase will be prorated effective October 1, 2021. These increases will help with a portion of the increased costs related to the new starting wage, PTO accrual rate and holiday pay changes.
