Public Health Emergency for COVID-19 is ending soon
Paid spouses and parents of minors will no longer be able to provide PCA services
The U.S. government has announced that the federal Public Health Emergency for COVID-19 will end on May 11, 2023. That will be the last day of the waiver allowing spouses and parents of minors to provide personal care assistance (PCA) services as paid caregivers. If this change impacts you or your loved one, contact your county or tribal office case manager or managed care organization care coordinator. Now is the time to ask about your options and develop a plan for services.
Many families moved to PCA services from the Consumer Support Grant (CSG) during the Public Health Emergency. PICS can provide services as a Financial Management Services (FMS) provider for families who transition back to CSG services.
PICS also provides support for other self-directed services—including Consumer Directed Community Supports and Individualized Home Supports—for individuals eligible for Brain Injury (BI), Community Alternative Care (CAC), Community Access for Disability Inclusion (CADI), Developmental Disabilities (DD), and Elderly waivers, and the Alternative Care program.
New self-directed program starting soon
Minnesota Department of Human Services (DHS) is planning for future implementation of the Community First Services and Supports (CFSS) program. CFSS will replace Consumer Support Grant (CSG) and Personal Care Assistance (PCA), giving people more choice and control in directing their care. However, DHS has yet to announce a specific start date for CFSS.
