Paid Time Off (PTO) for Self-Directed Workers

Effective July 1, 2015, the Collective Bargaining Agreement (CBA) between SEIU Healthcare and the State of Minnesota went into effect for Workers in the Consumer Directed Community Support (CDCS) and Consumer Support Grant (CSG) programs. Per the contract, Workers in these programs are eligible to earn PTO regardless of whether they join the union or not. Accrual

Eligible Workers will earn one hour of PTO for every 30 hours worked. PICS is required to track the number of hours worked and report this information to SEIU Healthcare on a regular basis. Total number of available PTO hours are listed on the Worker’s paystub.

Requesting Paid Time Off

To use available PTO, complete the Time Off Request Form and submit it to the PICS Payroll Department at payroll@picsmn.org. If you are both a Representative and a Worker and work 40 hours a week, you can take PTO above and beyond the 40 hours. PTO hours cannot be counted as overtime.

Maximum Carryover

The maximum carryover of PTO is 80 hours at end of the plan year. Hours exceeding 80 will be lost if not used. The plan year is July 1 through June 30. Maximum yearly accrual is not limited in the plan year.

PTO Pay Out

Eligible PTO will be paid out upon termination or resignation.

Workers' Compensation

Workers' Compensation

Workers' Compensation insurance coverage is offered by PICS for Workers in the Individualized Home Supports (IHS) program. Workers' Compensation insurance coverage is paid through the Participant Employer’s budget for required Workers in self-directed programs (CDCS or CSG). In these programs, the Worker’s relationship to the Participant Employer dictates the requirement for coverage. Representatives can purchase required and optional group coverage through PICS’ plan with National Insurance Trust (NIT) or show proof of continued private coverage.

Medical Benefits - Individualized Home Supports (IHS) OnlyMedical benefits

Workers in the IHS program are eligible for medical benefits through PICS. To be eligible for this benefit, Workers must be full-time and work 30 or more hours per week. Medical insurance is provided through United Healthcare.

How Do I Enroll in Coverage?

Complete the enrollment form and return it to PICS Human Resources (hr@picsmn.org or fax to 651.967.5061) within 30 days of your date of hire or qualifying status change event.

 

Qualifying status change events include marriage, divorce, birth/adoption, death and loss of other coverage.

When Will My Health Insurance Coverage Begin?

New hire benefits become available the first of the month following 60 days of employment. For Workers experiencing a qualifying status change event, coverage becomes effective the date of the qualifying event.

Can I Waive Coverage?

If you do not need medical insurance, you can waive coverage. Please indicate your choice to waive the offer of coverage by completing the enrollment form and returning it to PICS. Failure to enroll in coverage within the 30-day window, will result in an automatic waiver.

Health Savings Account (HSA)

Enrollment in a  HSA is offered for Workers who enroll in the PICS medical insurance plan. HSAs allow you to set aside pre-tax dollars to use on qualified medical expenses.

Sick and Safe Time (SICK)

Uses and Eligibility

Sick and safe time

PICS follows the applicable city ordinances for accrued SICK. According to each city ordinance, SICK can provide both paid or unpaid time off that can be used to address a Worker’s personal needs and obligations. Workers must work at least 80 hours per year (July 1 to June 30) to accrue any applicable SICK time.

Accrual

Workers accrue one hour of SICK for every 30 hours worked. Workers only accrue SICK for hours actually worked and do not accrue time while on vacation, leave, while using SICK or for any other non-working time.

Workers can accrue up to 48 hours in one plan year. Workers can only accrue up to 80 hours of SICK.

Workers begin to accrue SICK upon hire but cannot use it until after 90 days of employment.

Requesting SICK Time Off

Complete the Time Off Request Formand submit it to payroll@picsmn.org. For foreseeable leaves of absence, Workers must request SICK at least seven days in advance.  

SICK Pay Out

There is no pay out of accrued SICK upon termination or resignation.
